Morocco's Legislation for Digital and AI Advancement

Morocco is set to accelerate its digital transformation with a new draft legislation, 'Digital X.o', which focuses on AI governance, data interoperability, and digital identity. This initiative aims to modernize public services and improve the living conditions of Moroccans. 

The kingdom of Morocco is gearing up to give a significant boost to its digital transformation journey with the introduction of a new draft legislation. Dubbed 'Digital X.o', this legislation is currently being developed by the government and will be sent to parliament for legislative scrutiny once finalized. Local media Le360 reports on the ongoing developments.

The Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fellah Seghrouchni, recently presented the key aspects of the draft text. She explained that it brings clarity to data interoperability among government institutions, in compliance with the existing data protection law 09-08. The legislation also introduces sectorial digital IDs, giving users control over their data. Additionally, it outlines the integration of AI to streamline the delivery of public services.

Seghrouchni emphasized the importance of cybersecurity in the new bill, stating that the government hopes it will contribute significantly to building digital trust while ensuring user convenience. The draft legislation is also designed to encourage co-creation, ensuring that the design of digital solutions involves the people they are intended to serve.

The new bill is expected to play a crucial role in achieving the objectives of Morocco’s 2030 digital transformation strategy, known as Digital Morocco 2030. This strategy aims to modernize public services and improve the living conditions of Moroccans by putting in place the necessary infrastructure and frameworks.

The draft legislation is also geared towards strengthening Morocco’s digital sovereignty, fostering innovation, and harnessing local digital skills. It will guide the responsible and ethical use of AI for inclusive development, tailored to meet local needs. Furthermore, it will foster international cooperation and collaboration with private sector partners.

In an interview with African Business in July, Seghrouchni explained Morocco’s digital transition plans and the broader vision of using technology to improve service delivery. She highlighted the critical role of AI in the digital transformation process.

Morocco has already made significant strides in building its digital ID ecosystem. The country uses MOSIP to support social protection and inclusion, and other digital public infrastructure (DPI) initiatives are making public and private sector service delivery more efficient. Last year, the government reported progress in the digitization of public services for citizens both at home and abroad.

Morocco boasts robust connectivity infrastructure, with several data centers under construction. The government is also investing in research and development to drive its digital transformation. As part of its efforts to support digital transformation and DPI development in other Arab and African countries, Morocco unveiled a Digital for Sustainable Development (D4SD) Hub in September, with support from the UNDP. This facility will help countries co-design, test, and scale digital solutions to address real-life challenges.
